Video shows Oscar Belgal shot by ICE in Marble Hill

Oscar Belgal remains hospitalized in Marble Hill ahead of a federal court hearing on his detention. The newly released police footage captures the immediate armed response and emergency medical aid at the scene.

The 28-year-old was sitting in his vehicle on Thursday. An Immigration and Customs Enforcement agent shot him in the neck, officials said.

His 5-year-old child was also inside the car. Mayor Zohran Mamdani said the child was uninjured. Police Commissioner Jessica Tisch said at least one agent fired seven times during the encounter.

Officers arrived to find a chaotic scene in the Marble Hill neighborhood. A man in a bright vest carried a large weapon near the street.

Body camera footage recorded an officer saying, “He’s got a gun.” Police then approached Belgal. He sat restrained on the ground.

Officers placed Belgal in handcuffs and moved him into a patrol car. One officer applied continuous pressure to his neck wound during the drive. His condition was unknown.

Marcos Charles leads Enforcement and Removal Operations for the federal agency. He spoke about the shooting at a Friday news conference.

Charles said ICE officers attempted to block and apprehend Belgal. Belgal accelerated his vehicle toward them, Charles said. Officers opened fire because they believed their lives were in danger, Charles said.

Immigration and Customs Enforcement agents conduct field operations to locate and detain noncitizens. Local police departments frequently respond to assist during critical law enforcement incidents. Federal judges routinely hear jurisdictional petitions concerning where detainees must stay during proceedings.

A federal judge ordered an afternoon hearing on Friday regarding Belgal. His attorney filed a petition requesting that he remain in New York or New Jersey.
