Cibola County prison counselor charged in drug smuggling plot

A Cibola County Correctional Center counselor has been charged in a plot to smuggle drugs into the facility. Federal authorities arrested two people, including the counselor, accused of working with a prisoner to bring narcotics into the detention center.

Investigators learned that prisoner Noah Mirabal, 26, was coordinating with Evelyn Ozornio-Rosales, 45, to smuggle narcotics into the Cibola County Correctional Center through a compromised employee, according to the U.S. Marshals Service.

The employee was identified as Amber Dawn Billie, 33, a counselor for the detention facility, officials said. Billie had in her possession approximately 50 grams of methamphetamine and 26 grams of suboxone at the time of her arrest.

She is being charged with possession with intent to distribute a mixture and substance containing a detectable amount of methamphetamine.

The U.S. Marshals Service, working with the Federal Bureau of Investigation, made the arrests.

Ozornio-Rosales was wanted on a federal bond-violation warrant, following a complaint filed earlier this year for distribution of 400 grams and more of fentanyl and aiding and abetting, according to the U.S. Marshals Service.

The U.S. Marshals reached out to its federal partners in Arizona to coordinate the arrest of Ozornio-Rosales. She was taken into custody and will be extradited back to New Mexico.

Ozornio-Rosales is also facing new federal charges.
