A Tularosa woman is facing two counts of child abuse after police said she reached through a fence and pepper-sprayed two juveniles in the face. The children had been helping their mother build a fence when one of them sat on a chair tied to the neighbor’s fence, according to police.
The neighbor, Rosa Moreno, got angry and sprayed the two kids, police said.
Moreno is charged with two counts of child abuse, according to Tularosa police.
